I think the Wikipedia definition (on the page "Order of a polynomial") is
off by one based on my reading of the page in "A Practical Guide to Splines"
that they cite.

All those are common terms, and so it would be difficult to find a good way
to highlight specifically the entry in the glossary in the documentation to
a general search so I'm not surprised your search didn't find the glossary
page.

I'm not sure how to do this or IF you can do this so yes, I do recommend
that you contact Technical Support about how to have SPAP2 return a periodic
spline. I know there are ways to get a periodic spline (CSCVN, CSAPE) but I
don't know if it's possible to do with SPAP2. At the same time you can also
ask the support staff to enter a documentation enhancement request to
clarify the use of the term 'order' in the SPAP2 documentation, perhaps by
adding that term to the glossary and making that word in the SPAP2
documentation a hyperlink to the glossary entry. [Requests like that tend to
carry a little more weight if they come directly from users.]
